Traffic Control in Mississauga and Peel Region
Book 7 certified flagging crews, lane closures, road occupancy permit support and traffic control equipment for construction, utility and infrastructure work across Mississauga, Brampton and Caledon. Salus Traffic crews are dispatched from our yard in Concord and reach most Mississauga sites in under an hour.
A Traffic Control Company for Mississauga Projects
Mississauga is one of the busiest construction markets in Ontario, and most of the work happens next to live traffic.
Towers are rising around Square One and the City Centre, Lakeview Village is turning the old generating station lands into a new waterfront district, logistics and warehouse space keeps spreading across the airport district, and the utilities under all of it are being replaced, upsized and relocated at the same time. Add the provincial highways that cut through the city and the Hurontario corridor with its new LRT, and you have a place where a work zone is rarely more than a block from a busy road.
Salus Traffic provides traffic control for that work. Our crews are certified to Ontario Traffic Manual Book 7, our supervisors inspect every closure against the plan, and our plans team handles the City of Mississauga and Peel Region permit packages that the work depends on. One company covers the drawing, the permit and the crew, which means nobody is pointing at anyone else when the inspector shows up.
Where Our Crews Come From
We do not have a yard in Mississauga, and we would rather tell you that than let you find out.
Crews, crash trucks, signs and equipment are dispatched from our yard at 329 Rayette Rd in Concord, in the north end of Vaughan. From there the routes into Mississauga are the 407 to the 427 or the 400 to the 401, which puts the airport district and Malton roughly 25 to 35 minutes away and the City Centre, Erin Mills, Streetsville and Port Credit anywhere from 35 minutes to an hour depending on the time of day.
For planned work, that distance does not change anything. The crew leaves early, arrives before your closure window and sets up on schedule, the same as it would on a site in Vaughan. For emergency calls we run a 24/7 response line, and we will give you a realistic arrival time rather than a promise we cannot keep. For repeat work in Mississauga, such as utility programs or multi-week closures, we can assign crews to the area so the same people are on site day after day.
- Dispatch from Concord with direct 407, 427, 400 and 401 access
- Crews on site before the closure window on every planned job
- Honest arrival estimates on emergency calls, around the clock
- Dedicated crews for repeat and multi-week Mississauga work
Traffic Control Services in Mississauga
Everything from a single flagger on a service connection to a multi-lane closure on a Regional road.
Flagging Services
Book 7 certified traffic control persons with full PPE, high-visibility apparel, two-way radios and standard signage. Single-lane alternating traffic on two-lane roads, intersection control, truck entrance control and crossing protection for pedestrians and cyclists, sized to the job and the hours you need.
Lane Closures on City and Regional Roads
Curb lane, centre lane, multi-lane and shoulder closures on Mississauga streets and Peel Regional roads, with tapers, buffer spaces and advance signing matched to the posted speed. A supervisor inspects the setup against the approved plan before your crew goes to work.
Permits and Traffic Control Plans
Book 7 traffic control plans and scaled drawings for City of Mississauga road occupancy permits and Peel Region road occupancy permits, prepared and filed by our traffic plans and project support team.
Utility and Airport-Area Work
Short-duration and rolling setups for hydro, gas, water, telecom and locate crews in the boulevard and the curb lane, including the industrial corridors around Pearson where truck traffic, shift changes and tight boulevards make a standard layout fall short.
Highway Work on the 401, 403, QEW and 410
Crash trucks with MASH compliant attenuators, arrow boards and overnight crews for the provincial highways that cross Mississauga. Freeway rules and MTO permits apply. Details are on our freeway traffic control page.
Markings, Signs and Equipment
Pavement markings for new roads and parking areas, sign installation, and cones, barrels, barricades, arrow boards and message boards for contractors who run their own crews.

Road Occupancy Permits in Mississauga and Peel Region
Two authorities, two permits, and the Book 7 plan sits at the centre of both.
Mississauga is a lower-tier municipality inside Peel Region, so the road you are working on decides who you apply to. Regional roads belong to Peel. Most other streets belong to the City of Mississauga. Provincial highways belong to MTO, and Highway 407 has its own operator. Pick the wrong one and the application comes back weeks later with a note to start over.
City of Mississauga Road Occupancy Permit
- Roads
- City streets, including Burnhamthorpe Road, local and collector roads, subdivision streets and most of the industrial roads in the airport district
- Permit types
- Six: temporary road occupation, service connection, utility, alteration of road or City equipment, engineering investigation, and complex construction
- How to apply
- Email the completed application, certificate of insurance and drawings of the proposed works to Transportation and Works. The City processes applications in the order received and says plainly that submitting one does not guarantee a permit
- Insurance
- $5 million general liability for most permit types, $10 million for complex construction
- Conditions to know
- All signs, devices and traffic control persons must comply with OTM Book 7. The permit has to be activated by email at least 24 hours before work starts. Abutting residents and businesses get written notice at least 48 hours ahead, and above-grade equipment such as cranes needs five days’ notice with a plan
Peel Region Road Occupancy Permit
- Roads
- Regional roads such as Hurontario Street, Dixie Road, Derry Road, Britannia Road, Airport Road, Erin Mills Parkway, Mississauga Road, Winston Churchill Boulevard and Steeles Avenue
- What to submit
- The Region’s application form, a traffic control plan designed to OTM Book 7, a detailed drawing showing the work within the Regional right-of-way, and the permit fee
- Insurance
- A certificate naming Peel Region with a minimum of $5 million commercial general liability, and the City of Mississauga added as an additional insured
- How to apply
- By email, by mail or in person with Road Permits at 10 Peel Centre Drive in Brampton. Site plan, development and utility approvals may be needed first depending on the project
Highways and the Airport Lands
- Highways 401, 403, 410 and the QEW
- Provincial highways. Encroachment and work permits run through MTO, and freeway rules apply to the closure. See our freeway traffic control page
- Highway 407
- Requirements set by the 407 operator
- Toronto Pearson
- Roads on the airport lands are managed by the Greater Toronto Airports Authority, not the City. Work there follows the GTAA’s own permitting and safety rules, and the municipal permit covers only the City roads leading in
- Toronto
- Cross the Etobicoke Creek and the process changes completely. Toronto’s street occupation and RoDARS system is covered on our Toronto permits page
Our plans team prepares the Book 7 traffic control plan and drawings in the format each authority expects and works through any revision comments until the permit is issued. Confirm current forms, fees and insurance wording with the City of Mississauga and Peel Region before you file.
Mississauga Corridors We Work Around
Every corridor in Mississauga has its own habits. These are the ones that shape how we plan a closure.
Hurontario Street and the LRT
Hurontario is the spine of the city and the route of the Hazel McCallion Line, the light rail line running from Port Credit through the City Centre to Brampton. Work on or near Hurontario means tracks, overhead power, platforms and a corridor that Peel Region and the transit operator both watch closely. Closures here need a plan that respects the rail alignment, keeps transit stops reachable and holds the taper lengths a major Regional road demands.
Highway 401, 403 and the QEW
Three provincial highways cross the city, with the 410 and 407 on its edges. Bridge, lighting, sign and utility work on any of them is freeway work: MTO permits, overnight windows, long tapers and crash trucks with MASH compliant attenuators. Interchanges at Hurontario, Mavis, Dixie, Erin Mills and Winston Churchill are where highway rules and City or Regional permits meet, and the plan has to satisfy both.
The Airport District
The industrial blocks along Dixie, Derry, Airport Road and the 409 are some of the busiest utility and telecom territory in Peel. Heavy truck volumes, shift changes at the warehouses and narrow boulevards full of existing plant make short-duration work here harder than it looks on a drawing. We size the crew for the traffic, not the lane count.
The City Centre and the Waterfront
High-rise construction around Square One brings cranes, concrete pours, hoarding and pedestrian routing on Burnhamthorpe, Duke of York and Rathburn. At the other end of the city, Lakeview Village and the Port Credit and Lakeshore corridor bring servicing, road building and shoreline work on streets that residents walk and cycle every day. Pedestrian and cyclist management is part of every plan we draw there.

Mississauga Traffic Control FAQs
What contractors ask before booking a crew in Mississauga.
Do you have a yard or office in Mississauga?
No. Our yard is at 329 Rayette Rd in Concord, in the north end of Vaughan, and every crew and piece of equipment is dispatched from there. We serve Mississauga and plan the travel into every schedule, but we are not going to describe ourselves as a Mississauga company. If a job needs crews on site at the same time every day for weeks, we assign people to it so the travel is on us, not on your schedule.
How long does it take a crew to reach a Mississauga site?
From Concord, the airport district and Malton are usually 25 to 35 minutes away by the 407 and 427. The City Centre, Erin Mills, Streetsville and Port Credit run 35 minutes to an hour depending on the time of day. For planned work the crew leaves early enough to be set up before your window opens. For emergency calls we quote a realistic arrival time on the phone.
Do I need a road occupancy permit to work on a road in Mississauga?
Yes, for any construction or utility work that obstructs, occupies or closes a road, sidewalk or boulevard. City of Mississauga streets need a City road occupancy permit from Transportation and Works, and Regional roads such as Hurontario, Dixie, Derry and Britannia need a road occupancy permit from Peel Region. Both require a certificate of insurance and drawings, and both expect the traffic control to follow OTM Book 7.
How do I know whether the City or Peel Region issues my permit?
It depends on who owns the road. Peel Region owns the major arterials that run through Mississauga, including Hurontario Street, Dixie Road, Derry Road, Britannia Road, Airport Road, Erin Mills Parkway, Mississauga Road, Winston Churchill Boulevard and Steeles Avenue. The City of Mississauga owns most other streets. Send us the address and we will tell you which one applies and what the package needs.
How much insurance does a Mississauga road occupancy permit require?
The City of Mississauga asks for $5 million in general liability for most permit types and $10 million for complex construction, along with automobile liability and pollution coverage on the certificate. Peel Region asks for a minimum of $5 million commercial general liability naming the Region, with the City of Mississauga added as an additional insured. Check the current wording with each authority before your broker issues the certificate, because a certificate with the wrong exclusions is a common reason applications stall.
Do you provide flagging services in Mississauga?
Yes. Flagging is the core of what we do on City and Regional roads. Every traffic control person is Book 7 certified and arrives with PPE, high-visibility apparel, radios and standard signage. We provide single flaggers for short jobs and full crews with supervisors for multi-day and multi-lane work.
Can you handle utility work near Pearson airport?
Yes. The industrial corridors around the airport along Dixie, Derry and Airport Road are exactly the kind of work our short-duration crews are set up for. Keep in mind that roads inside the airport lands are managed by the Greater Toronto Airports Authority with its own rules, so a City or Regional permit only covers the public roads leading in. We will tell you where that line falls for your site.
Do you work on Highway 401, 403 and the QEW through Mississauga?
Yes. Highway work is freeway work, with MTO permits, overnight closure windows and crash trucks fitted with MASH compliant attenuators. Our crews cover the 401, 403, 410, 407 and QEW corridors through Peel. The details are on our freeway traffic control page.
Do you also serve Brampton and Caledon?
Yes. Brampton and Caledon share the Peel Region permit process for Regional roads and each issue their own permits for local streets. Brampton is closer to our Concord yard than much of Mississauga, with the 407 running straight across. Contact us with the address and we will confirm the crew and the permit route.
Need Traffic Control in Mississauga?
Tell us the address, the road, the work and the dates. We will confirm whether the City or Peel Region issues the permit, prepare the plan, and have a certified crew on site before your closure window opens.
